Managing Attorney, Helpline
Annabelle Duggan joined Project Guardianship as the Helpline Staff Attorney in March of 2023. Annabelle spent five years at the Office of Legal Affairs of the NYC Department of Social Services, where she brought Article 81 guardianship petitions for Adult Protective Services clients on behalf of the Commissioner of Social Services. She was also part of a team that determined whether clients met the Article 81 guardianship standard and what less restrictive alternatives could be considered to prevent unnecessary guardianship. She has presented to groups of Adult Protective Services caseworkers on guardianship and its lesser restrictive alternatives.
Prior to her time at DSS, Annabelle clerked for the Honorable Rea B. Boylan in the Pennsylvania Court of Common Pleas and was an associate at a litigation firm in Philadelphia.
Annabelle has a Juris Doctor from Villanova University School of Law and a Bachelor of Arts in Psychology from the University of Richmond. She loves to read and do anything outdoors with her rescue dog Benny.
